What is that black box on the phone cord on my cellphone charger?

Virtually half of all electrical gadgets I’ve used, most which “charge things,” has this heavy, black box out from which the prongs jut out. Because of this box, I cannot plug two “boxed” devices next to each other. I need to space them out. Nowadays, they even make “spaces” on surge protectors specifically to accommodate these little brick-shaped things.
